What is an Ombudsman? The Ombudsman is defined as ‘being an independent government official who receives complaints against government agencies and officials from agrieved persons, [investigating] if the complaints are justified [and making] recommendations to remedy the complaints. […] It follows from this definition that the Institution of Ombudsman is one of the Institutions essential to a society under the rule of law, a society in which fundamental rights and human dignities are respected.
